Information Regarding Maintenance Taxes

July 2, 2025

The Board of Kaufman County FWSD 1-B wishes to provide a brief update regarding Proposition A presented to the District’s eligible voters for a vote at the May 3rd, 2025 Election.

Proposition A would have authorized an operation and maintenance tax for facilities, as authorized by Article XVI, Section 59, of the Texas Constitution, not to exceed 0.39 cents per $100 valuation of taxable property.  The current Maintenance and Operations (M&O) tax for the District is 0.19 cents.

As you may recall, the M&O tax is specifically allocated for the ongoing maintenance and operational expenses of the district's infrastructure, including its water and sewer lines and wastewater treatment plant, which it operates along with Kaufman 1-C.

The revenue from the M&O tax combined with a basic service fee and charges on your monthly water and sewer bill, ensures the necessary funding for the continuous maintenance of these vital systems.

The goal of Proposition A was to provide necessary funding for the District’s ongoing repairs/needed repairs, as highlighted belowUse of Funds.

Because Proposition A failed to pass, the District will need to look to its only other source of revenue to make up for the shortfall – a resident’s monthly basic service charge and water and sewer usage costs – and enable it to fulfill its obligations to the residents.

The District may consider placing the M&O tax on the ballot again at a future election.

This information is provided to help residents understand how utility and infrastructure maintenance costs are funded within the district. You can visit the Use of FundsUse of Funds page to learn more about how taxes and rate order revenue is used.
